Is it the same as a fleece harness tape?
No. This page is for the polyester cloth product. Fleece and other carrier constructions are separate material choices; choose against the requirements of your assembly.
Can it replace primary electrical insulation?
Do not use this page as evidence of a primary-insulation, voltage or safety-critical repair rating. The outer wrap does not replace intact cable insulation, specified clips or other protective components.
